Online casino in the Philippines: how to find a legit site

A plain guide for players 21+: what is authorised, how to check a site, what changed in 2025-2026, and where the traps are.

21+ only. Gambling can be addictive. Know when to stop. Help, 24/7: 02-8248-9568 (PAGCOR National Problem Gambling Helpline).

Short answer. Online casinos can be legal in the Philippines only when PAGCOR lists the exact website address; PAGCOR's chairman said in August 2026 that about half of the online gaming sites reachable here are illegal (DZRH, 26 August 2026). You must be 21+, you will be asked for ID and a live selfie before depositing, and GCash and Maya removed their in-app links to gambling sites in August 2025. We have not tested any casino, so we rank none: the table shows what PAGCOR's list prints, and the steps below show how to check a site yourself.

The PAGCOR list in numbers

What our data holds today, so you know what "PAGCOR-listed" covers. A brand is not the same as a licensee: one company can run several brands, and PAGCOR's chairman said the number of online gaming licensees fell from 74 to 48 (Philstar, 27 August 2026).

How we check whether an online casino is legit

These are the checks behind every row in our tables, with the date we last ran each one. What we have not done is listed too, so you know where our checking stops.

  1. Brand and exact domain on PAGCOR's lists. We extract every registered brand and domain from PAGCOR's two published lists (editions dated 20 October 2026) into our registered-domains data. A casino appears in our tables only if it is there; changes between editions are logged in the list changes page.
  2. The address still works. On 31 October 2026 we opened each listed casino's registered address. Dead, parked or maintenance pages get "link temporarily unavailable" instead of a button.
  3. Redirects. On 28 October 2026 we followed listed addresses and noted those that forwarded to a domain not on PAGCOR's list (see legit ba? brand check).
  4. The app belongs to the licensed company. For app listings we keep only those whose seller in the Philippine App Store matches the company PAGCOR prints for the brand (checked 28 October 2026; casino apps).
  5. Nothing we will not promote. We do not link to sites that promote e-sabong, and never to unlisted operators.

What we have not checked: deposits, withdrawals, payout times, support or bonus terms at any operator. That is why nothing on this site is ranked or scored; our test protocol says what will happen first. You can repeat checks 1 to 3 yourself in a minute with the licence checker and PAGCOR Guarantee.

Playing for real money: what happens to your money, step by step

  1. Register at the listed address, typed yourself or opened from PAGCOR Guarantee, not from an ad, chat or APK link. You must be 21+ (who may play).
  2. Finish KYC before depositing. PAGCOR said in February 2026 that ID and a live selfie come before the first deposit (what to expect).
  3. Deposit through the operator's own cashier only. Read the methods, minimum, fees and limits there, and set a deposit limit first. Never pay an "agent" or a personal GCash or Maya number (GCash and Maya, bank transfer and QR Ph).
  4. Decide on any bonus before you play. A bonus locks money behind wagering; see how wagering works.
  5. Every bet carries a house edge. Over time you lose a share of what you stake, about 1% on baccarat's Banker bet, 3% to 6% on a slot with a 94% to 97% RTP (baccarat odds, slots and RTP).
  6. Withdraw to an account in your own name. Unfinished KYC, uncleared turnover and a name mismatch are the usual delays (withdrawal pending). Never pay a "fee" or "tax" to release a withdrawal.
  7. Tax and records. A BIR circular reported in May 2026 sets a 20% final withholding tax on casino jackpot winnings, withheld by the operator (what we could confirm). Keep your own record of deposits and withdrawals.
  8. If something goes wrong, complain to the operator, then to PAGCOR (how); for unlisted sites, CICC Hotline 1326.

Payment methods listed brands mention

Since the BSP order of August 2025, GCash and Maya no longer link to gambling sites from inside their apps. Some listed brands still name e-wallets and banks in their own marketing. We do not link out to PT Gaming or NuSTAR Online (their pages promote e-sabong).

Alphabetical. The brands' own marketing wording on 28 Oct 2026, not a test: we opened no cashier, so we cannot say any method works today, and 45 of 60 brand home pages did not load for our check, so a brand missing here is "unchecked", not "no GCash". Details, quotes and the 2025 BSP order: GCash and Maya online casinos.

1. Check the site first

PAGCOR launched PAGCOR Guarantee on 18 June 2025 as its list of authorised online gaming websites. Match the exact address, then use our checker and step-by-step guide. PAGCOR's chairman said in August 2026 that about half of online gaming sites accessible in the Philippines are illegal (DZRH, 26 August 2026), and blocked sites return under new domains (scam signs).

2. Who may play

Only people 21 and above; students and some government and uniformed personnel are restricted, and the CSC bars government workers from all gambling. See who can play and the CSC ban.

3. Registration and KYC

PAGCOR said in February 2026 that registrants must submit KYC (ID and a live selfie) before they can deposit. What to expect.

4. Payments after the BSP order

GCash and Maya removed in-app gambling links in August 2025. What changed, and which listed brands mention GCash or Maya, plus QR and fake-page scams, paying by bank transfer, InstaPay or QR Ph and the turnover and pending-withdrawal guide.

5. Bonuses

PAGCOR's May 2026 memo caps cash rebates at 1.5% and cashback at 15%. Free 100 and bonus rules, or the bonus types and wagering-cost explainer. Before accepting an offer, put its terms into the turnover calculator.

6. Games

Slots, JILI and Super Ace, baccarat, live casino, color game, bingo, Tongits, Pusoy Dos.

7. Apps and logins

How to download and log in safely, and why there is no "PAGCOR login".

8. Status, tax and problems

Is online gambling banned? (status), winnings tax, withdrawal pending, blocked sites, key numbers.

9. If it stops being fun

Self-exclusion and the helpline, or file a PAGCOR complaint if a licensed operator will not pay.

Frequently asked questions

Is online casino legal in the Philippines?

PAGCOR publishes lists of licensed casinos and accredited administrators with registered brands and domains, so authorised online gaming exists. Only people 21+ may play, and unlisted sites cannot be confirmed as authorised. Bills to ban online gambling have been filed; we could not confirm any ban has been enacted.

How do I find a legit online casino in the Philippines?

Open pagcorguarantee.ph yourself, match the exact website address, and compare it with PAGCOR's registered-domain lists. Our checker does the second step for 491 domains (list dated 20 October 2026).

Can I use GCash for online casinos?

Since August 2025 GCash and Maya removed in-app gambling links on BSP orders. On 28 October 2026 nine PAGCOR-listed brands still mentioned GCash on their own pages or app listings, but that is marketing, not a tested cashier. Check each casino's cashier after KYC for what it accepts now.

Can I play online casino for real money in the Philippines?

Yes, if you are 21 or older, not in a restricted group (such as government employees, whom the CSC bars from gambling) and the site's exact address is on PAGCOR's lists. You register, finish KYC with ID and a live selfie, deposit through the operator's cashier and withdraw back through it. Real-money play on unlisted sites cannot be confirmed as authorised.

Can I play with P20 or P50?

Minimum deposits are set by each operator and change often; we publish none because we have not verified them. Read the cashier before depositing and play only what you can afford to lose.

What is the minimum age to play online?

21. PAGCOR's Responsible Gaming Code says persons younger than 21 are not allowed to play, and students and some officials are also restricted.

Do I pay tax on casino winnings?

A BIR circular (RMC 57-2026, reported 28 May 2026) says casino jackpot winnings face a 20% final withholding tax for residents, withheld by the operator. We could not confirm how it applies to other winnings or to online platforms.

Why is my withdrawal pending?

Common causes are incomplete KYC, unmet bonus turnover, a name mismatch or an internal review. See our checklist of nine reasons.

Is online casino banned now?

We found no enacted ban on PAGCOR-licensed online gaming; bills were filed in 2025 and we could not confirm later action. See the status page.

What happens if I play on an unlicensed or blocked site?

You cannot confirm it is authorised, and a site showing 'Access Restricted' has been blocked. Do not deposit; if you already did, stop and report to Hotline 1326.

What is the best online casino in the Philippines?

We do not rank casinos and have not tested any. Compare every PAGCOR-listed brand in our table and pick by games, clear terms, confirmed payments and safety tools.
