The figures reported
According to the Daily Tribune (30 July 2026) and Yogonet (3 August 2026):
| Item (January-June 2026) | Amount | Change vs H1 2025 |
|---|---|---|
| Total revenue | P43.32 billion | -26.64% (from P59.05 billion) |
| Gaming operations | P38.92 billion | -27.11% (from P53.40 billion) |
| eGames, eBingo and bingo grantees (one combined category) | P18.60 billion | -41.85% (from P32 billion) |
| Licensed casinos | n/a | -3.85% |
| PAGCOR-operated casinos | n/a | -8.67% |
| Net income | P1.58 billion | -85.29% |
Yogonet also reports P30.16 billion in contributions to government and that the net income drop was mainly due to higher mandatory remittances to the Philippine Sports Commission after a Supreme Court ruling (P2.01 billion, up 58.68%).
Stated causes and outlook
PAGCOR chairman Alejandro Tengco attributed the decline mainly to weaker electronic gaming earnings, pointing to the effect of geopolitical tensions in the Middle East, which, per the Daily Tribune, "dampened consumer spending during the first quarter". The reports say conditions improved in the second quarter but that he warned of risks from higher global fuel prices. Neither first-half report ties the decline to the August 2025 e-wallet delinking order. Tengco did make that link later: he told a congressional budget hearing in August 2026 that gaming activity had a downtrend of about 40% after the delinking (Philstar, 25 Aug 2026; what changed). That is PAGCOR's own explanation, not an independent measure.
What it means for players

Context from our other reports: licensees fell from 74 to 48 and no new licences are planned (news), and the list of registered domains changed a lot between 2025 and 2026 (what changed).
